Community Development Block Grant (CDBG)

Annual Action Plan:

Program Year 2016-2017

The city anticipates receiving an allocation of $692,482 for the program year, from the U.S. Department of Housing and Urban Development (HUD), for priorities under the 2015-2019 Consolidated Plan. The program year is October 1, 2016 to September 30, 2017.  Activity outcomes are expected to enhance viable living environments, preserve and provide decent, affordable housing and include possibilities to expand economic opportunities, principally for low-to-moderate income persons and households. Per regulation, only 20% of the grant is used for grant administration and planning; and a total of 15% of the grant is allocated for public services. The remainder of the grant will be used for housing rehabilitation, community and economic development. Estimated reallocated funds from the previous program year are allocated to eligible housing rehabilitation and community development activities.  The city will engage the public on program activities throughout the year through social media updates, public meetings and year-end reporting in December, 2017 at City Council meetings.

CDBG Consolidated Plan (2015-2019

The Consolidated Plan is designed to help the City of McKinney assess affordable housing, community development needs and market conditions in order to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs. CDBG funds are used in McKinney to provide homeless shelter services; mental health counseling; youth and senior services; support toward affordable housing; provision of emergency utility, rental or mortgage assistance; housing rehabilitation; and infrastructure support. Each year, the Consolidated Plan is updated through submission under the Annual Action Plan.

Public Notice: Proposed Amendment to the Citizen Participation Plan

Public Comments and Hearing

The City of McKinney is committed to providing opportunities for citizen participation in the planning and assessment of the use of funds received under the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG). The city is required to complete a Consolidated Plan, which includes a Citizen Participation Plan (CPP). The CPP determines citizen participation under the use of HUD funds for program years of 2016-2019 that includes provision of public notice, holding public hearings, meetings and open public comment periods. The CPP applies to the following areas for use of funds: 1) Five-year Consolidated Plan, 2) Annual Action Plan, 3) Consolidated Annual Performance and Evaluation Report (CAPER) and 4) Substantial Amendments.
Proposed Amendment
HUD published a new, final rule with regard to the obligation to Affirmatively Further Fair Housing (AFFH). The new rule replaces the Analysis of Impediments to Fair Housing with an Assessment of Fair Housing (AFH). The AFH serves as an examination and determination of: 1) fair housing data, 2) assessment of fair housing issues, and 3) identification of fair housing priorities and goals for the implementation and use of the city’s Community Development Block Grant. An AFH report would be the result of the above analysis and conclusions.
  • The proposed amendment to the CPP includes consultation and community participation requirements established by HUD for the city to follow in developing and finalizing its AFH. For this AFH, the proposed amendment will include the following:
  • Observing a thirty (30) day comment period before the AFH is finalized;
  • Notice and conducting at least two public hearings for the AFH, one during development and one after completion of final draft for comment;
  • Defining the Substantial Amendment process for amendments to the AFH and the Citizen Participation Plan; and
  • Provision of other guidelines for technical assistance, access to records and complaints.

Public Comment
A 30-Day public comment period will be open from January 22, 2017 to February 22, 2017. The public may review the Citizen Participation Plan in person at the Housing and Community Development Department, 406 North Tennessee Street, McKinney, TX 75069. City department office hours are 8 a.m. to 5 p.m. Monday through Friday.
